Staff Sergeant Keogh's "official" unit was the 146th Signal Company. However, he is carried on the "Killed in Action" roster for the Army Security Agency's 146th Radio Research Company (Aviation). The ASA was represented in Vietnam by the 509th ASA Group, which operated under the cover designation of the 506th Radio Research Group.

The ASA units conducted airborne and ground-based signals intelligence missions ranging from monitoring enemy radio communications to triangulating enemy communications sites by RDF. In 1972 the 146th RR Company operated the RU-8D SIGINT collection aircraft.
